Repository of good practice
The repository of relevant practices is a collection of successful adult education practices and policies at the local, regional and national levels. The deliverable includes 50+ successful projects/initiatives/policies from all over Europe. Partners started the investigation in their own countries but did not limit their search to those.
The research leaders analysed the practices received and selected eight among them that are showcased in the factsheets. The repository is a user-friendly online tool allowing readers to find projects/initiatives/policies according to the keywords representing the main challenge addressed, target groups, or themes. A detailed description approved by the project/initiatives designers and implementers is available for each practice.

Migration and Integration
Bergen Opportunity is a mentor and leadership program for skilled migrants in the western part of Norway. Around 17% of the population has an immigrant background, yet there is very little cultural diversity in leadership positions in academia, media, politics, and businesses in our region. Immigrants are more likely to be overqualified, outside the labor market and stagnate in their careers, a tendency across all of Norway. The mentorship and leadership program educates and inspires leaders from the ethical majority as well as aspiring leaders from the ethnical minority on diversity and leading in a diverse society.

Asker is a municipality in Viken county. Asker municipality is located just outside Oslo and has a little less than 100,000 inhabitants. The municipality is responsible for adult education of refugees. In addition, NAV focuses on education and qualification as part of increasing the connection to working life.

Sogn Regional Council is a cooperative organisation for seven municipalities. Our main focus is related to develop four selected areas: business development, competence, quality of living and infrastructure. The purpose of the project “Sogn for alle (Sogn for all)”is to get more immigrants to stay in Sogn through employment, community, inclusion, integration and good living conditions.

Gloppen kommune (the local municipality) had – along with many other municipalities – an increasing demand for skilled health care workers. Through interviews of the target group, we found that healthcare was a field of work that many of them expressed interest towards working in, but regular employment was hard to get because they lacked formal education. In 2013, we started a vocational education program for health care workers. The program was a collaboration between Gloppen kommune, NAV and Firda upper secondary school, and was specifically adapted for applicants who were in need of a more practically oriented way of learning. This cooperation model is called “Gloppenmodellen”.

Around 10,000 refugees currently live in Stuttgart. Politics, administration, and civil society work hand in hand to open pathways to a smooth integration process. The City of Stuttgart implements a large number of tailor-made strategies of integration. Among others, it established a most innovative approach: in a programme called “Empowerment”, educational offers are initiated and run by refugees themselves – and supported by local stakeholders with view to general organisational aspects, rooms and other facilities. Like this, the initiative encorporates elements of education and capacity building both among refugees and civil society. Moreover, offers are tailored to the needs of the refugees and, as a consequence, a rich and diverse range of activities could be established.

The participating regions in Sweden, Belgium, Germany, Austria, Norway and Turkey face challenges with a view to the integration of migrants/refugees into society and the labour market. Integration processes take a long time. All regional partners, therefore, looked for ways of a faster integration – and managed to develop projects at the local and regional level that promoted the fast and sustainable inclusion of refugees/migrants into work and society in general.

The ERASMUS+ project partners are main stakeholders of integration issues in their countries on different levels and in different fields. They are responsible for the political and strategic steering of education and integration on the regional and local level, they are experts in the field of validation and guidance, they offer language classes and vocational training and do research on integration issues.

Labour Market and VET
The Blossom Personal Empowerment Programme (PEP) provides skills based training and support for young people with an intellectual disability between the ages of 15 and 20. The programme was initially developed in 2017 based on the information gained from focus groups with young people and their families. In November 2020 Blossom Ireland launched the PEP assertiveness course through our new accessible blended learning model called My Blossom Channel. The aim of this innovative course is to teach young people with ID to speak up, give opinions, clearly state preferences and learn about their strengths and how to communicate them to others.

As part of Roscommon Women’s Network’s (RWN) Strategy the CycleUp group are reducing the unsold textiles that are generated by their Charity shop by upcycling these items into different products for sale. In doing so participants master new sewing, design, pattern making and cutting skills as well as learning about the impact that textile waste has on the environment with our expert trainers.

Many people with disabilities have not come through mainstream schooling or college and may not have had the opportunity to gain skills in situations that others may take for granted e.g. taking public transport, timekeeping, or workplace skills. IWA’s Ability Programme addresses these issues as part of the curriculum and helps bring people with disabilities closer to the labour market. Traditional supports for people with a disability who were looking for work were based on the premise of the individual being “job ready”. The IWA Ability Programme is holistic in its approach and aims to support individuals at every stage of their job-seeking journey, whether they are “job-ready” or not.

Creating employment for everyone and boosting economic growth are the two main strategic objectives. By joining the UNESCO GNLC (Global Network of Learning Cities), Melitopol aimed to tackle:
1) the lack of opportunities for marginalized groups to participate in learning activities;
2) limited educational infrastructure; and
3) residents’ insufficient competitiveness in the job market.

In Region Borås there are many unemployed foreign-born people – mainly women with textile skills but not enough language competence in Swedish. Textilhubben is an ongoing project but the progress of the participants is continuously evaluated. Foreign-born women have improved their lives due to our strategy. They are more integrated through employment or are in VET courses.

The project offers different courses and activities that can be a step on the path to school, to better health or to employment. The way forward can of course look vary from participant to participant. The role of the staff is not to choose the path. The focus is set on collaboration with the project participants, and to learn how to make the navigation between potential obstacles a little bit easier. Collaboration and co-creation are two main pillars in the project. The collaboration within and between the partner organisations (for example municipalities and education organisers) is also vital to reach the goals of the project.

Young People with values (YoPeVa) is a project with the target group NEETs 18-25 years. It is based on “Jove Valor”, a second chance program aimed at young people not active in education employment or training. The partners are from the local and regional level. The project deals with innovative methodology on youth employment and provides evidence on which programmes are best suited to break the constraints faced by the most vulnerable and disadvantaged individuals in the labour market.

The Vestland county committee has approved five million kroner from government grants to the scheme Trade certificate at work. The programme is originally a national initiative. The training scheme is attractive for adult workers who get training in their ordinary job and keep their ordinary income during the training period. The theoretical requirements are one exam from upper secondary education, in the subject of the programme/certificate.

The good practice presented here concerns the creation of 4 training paths for inmates of the “Capanne” prison in Perugia. Through these training courses, prisoners were able to improve and/or acquire sectoral knowledge and skills in relation to the theme of the programme, thus enriching their professional background but also useful transversal skills (e.g. communication, participation, team work). These training courses stimulated the inmates’ proactivity, made them reflect on their personal and professional future, gave them new hope and alleviated, as far as possible, the pain, sorrow and stress of imprisonment and finally, the training courses maximised the potential of each individual by encouraged experiential and collective learning.

Young people and adults can go to a Leerwinkel for free information and tailor-made coaching about education or training. At the moment there are 4 active learning shops in Flanders. They give information about diploma-oriented courses, but also about courses that do not immediately lead to a diploma, but which can strengthen someone, teach them something new or help them to change their lives. They always first try to find out what someone is exactly looking for or what he/she wants to learn. They discuss what their dream for the future is.

Local Partnership for Employment is a body that includes institutions and organizations aiming to identify problems, but also solutions related to employment policy and labor market at the local level. The partnership brings together representatives of the public, private and civil sectors who can actively contribute and improve labor market opportunities through active cooperation. The partnership was established in 2010 and the technical secretariat is placed in Varaždin County and was mostly co-financed by the EU projects. Project “Local Initiatives for Stimulating Employment in Varaždin County – LEPEZA VŽ“ was actually the third such project in a row, which enabled continuity and strengthening of partnership.

Mechanical engineering and traffic school in Varaždin works on education for all occupations/professions in the field of mechanical engineering and transport required by the labour market (12 different occupations). Varaždin County is the founder of the school. Since its establishment in 1995, a vocational school for mechanical engineering and traffic started with professional education for its students – regular pupils and adults.

As the drone industry continues to grow and develop at a rapid rate, it’s crucial that pilots and operators do the same in order to fly responsibly and safely. Otherwise, users can endanger lives and property through their irresponsible behavior. Therefore, education upon safe drone flights called Drone Pilot Academy was established in Varaždin County.

‘Pact for vocational training and job placement in the territory of Livorno’ was signed on 27 July 2020 and re-signed on 25 May 2021 to foster training paths consistent with the demands of the labour market. The structuring of the Pact required strong cooperation at the regional and local level. The expected result is to make integrated services available to citizens. Integration refers to opportunities for the acquisition, upskilling and reskilling of people. An additional result is to increase the responsiveness of the local training system to the demand linked to the strategic production sectors for the Livorno area: boating, automotive, and construction.

Motiv8, a project delivered by a partnership of social housing providers, led by Jigsaw Group, works with the most disadvantaged and vulnerable residents in Greater Manchester to help them overcome deep-rooted barriers to employment. The project won a Festival of Learning award in 2020. Framed by Greater Manchester’s Local Economic Partnership priorities, Motiv8 tackles issues of low levels of employment, low income, and poor health outcomes, moving the most marginalised groups towards economic activity. They support those facing a range of multiple complex challenges including physical and mental health conditions, domestic abuse, homelessness and substance dependence.

Through their work they hope to not only develop new skills for adults across Wales, but also bring empty properties back to life. The Cii provides a wide range of construction and trade services for domestic and commercial clients across the UK and in doing so they provide work tasters and placements for people from disadvantaged backgrounds, providing a stepping stone into sustainable and meaningful employment.

Elderly people can benefit from e-files, medical apps and digital consultation hours. The Baden-Württemberg Ministry for Social Affairs and Integration has launched the Gesundaltern@bw pilot project to take seniors along on the path to a digitized future. It is a joint project in which various partners from the “Seniors on the Internet” network have joined forces. So that senior citizens can use digital services in the health sector independently and self-determinedly.

The “Smart Surfer – Fit in everyday digital life” project supports people of the 50+ generation on their way to becoming smart Internet users. With the educational programme, seniors can gradually learn about the topics of communication, entertainment, data security, consumer protection and ethics on the Internet in nine modules. The project “Smart Surfer – Fit in everyday digital life” was designed on the basis of the previous project “Silver Surfer ” which was designed for persons above 65 years to acquire basic skills concerning the use of the Internet. The new programme was expanded to include a wide range of current and additional content.

The project also ran two local community radio shows in Cornwall, helping people learn about media while showcasing to the community what learning opportunities are available to them. The Feel Good and Fly project worked with young adult care leavers, helping them learn valuable life skills, and social prescribing has helped people learn how to stay healthy and well, reconnect with society and get active. Positive People also teach people to live sustainably and inclusively by running lots of activities around living a sustainable, ethical life, learning how to connect with others and give something back to the community.

The initiative is about raising awareness of medicine, medical aid and possibilities of the hospital in the population of Saare County. This idea was initiated by the fact that many diseases can be traced back to the choices in our lifestyle, e. g. diabetes, hypertension, or in some cases cancer etc. We were looking to shed light on what people can do to lead healthier lives, and that meant having to provide education on how to make better choices in order to live a more balanced and healthy life. Our motto is: years lived in health. Life expectancy has increased and is increasing, in the light of which, it is important to ask, how many of these years are lived without an illness? It’s a pretty small number.

Parenting is something you need to learn and it is not something that parents just know. There is not enough support and information for parents. Therefore, through local courses jointly with local governments and private sectors, people come together to jointly educate and discuss about the parenting problems and couples relationships of the local community and try to find the best way to improve it. Pucko Otvoreno Uciliste Varazdin (POU VZ) is a publicly owned education entity in the City of Varaždin in Varaždin County. It works with the city, civil society organizations (CSO) and other institutions (schools, social services, etc.) to manage programs that enhance civic participation, local development, and democratic processes. POU educates CSO representatives, volunteers, students, public servants, entrepreneurs etc. so that they can organize actions that address specific themes. Most of the participants are adult persons attending training and development programs. One of them is Academy for Entrepreneurship (AfE) which was launched by POU VZ in 2018. It is a free non-formal educational program for entrepreneurs from the Varaždin area.

In Region Borås there are many unemployed foreign-born people – mainly women with textile skills but not enough language competence in Swedish. Around 10,000 refugees currently live in Stuttgart. Politics, administration, and civil society work hand in hand to open pathways to a smooth integration process. The City of Stuttgart implements a large number of tailor-made strategies of integration. Among others, it established a most innovative approach: in a programme called “Empowerment”, educational offers are initiated and run by refugees themselves – and supported by local stakeholders with view to general organisational aspects, rooms and other facilities. Like this, the initiative encorporates elements of education and capacity building both among refugees and civil society. Integration processes take a long time. To support local development, the regional government promoted “smart village”, aimed at supporting work-life balance and quality of life, limiting depopulation of villages and cutting down commuting-related emissions. It promoted the creation of a local ecosystem including a variety of stakeholders that can support the development of the territory. The experimental phase of the initiative is taking place in the Santa Fiora local area (close to Grosseto municipality). This is connected to the local project named “Santa Fiora smart village” that was launched by the municipality to attract people and settle down their life and business in the area (before the pandemic). The good practice presented here concerns the implementation of the study circles non-formal education model, typical of adult learning, in the context of local development strategies as an innovative learning method able to improve the quality of life of people and to promote the full right of citizenship by stimulating proactivity and participation. Operations started with a pilot initiative led by Enfap FVG in the cross-border area Italy-Slovenia and were followed by a wider dissemination in Friuli Venezia Giulia through specific initiatives that concerned the training of the innovative professional profile of the study circle mentor and the implementation of training activities.

‘Pact for vocational training and job placement in the territory of Livorno’ was signed on 27 July 2020 and re-signed on 25 May 2021 to foster training paths consistent with the demands of the labour market. The structuring of the Pact required strong cooperation at the regional and local level. The expected result is to make integrated services available to citizens. Integration refers to opportunities for the acquisition, upskilling and reskilling of people. An additional result is to increase the responsiveness of the local training system to the demand linked to the strategic production sectors for the Livorno area: boating, automotive, and construction.

BRIDGE+ is an EU funded project under Erasmus+ KA3 that gathers representatives from the ALE sector and public authorities in 5 European regions in Spain, Germany, Sweden, France and Austria. The participating regions have a certain degree of competence in education and training. The participating regions also served as role models for the national level and have the power to influence policies.

To support local development, the regional government promoted “smart village”, aimed at supporting work-life balance and quality of life, limiting depopulation of villages and cutting down commuting-related emissions. It promoted the creation of a local ecosystem including a variety of stakeholders that can support the development of the territory. The experimental phase of the initiative is taking place in the Santa Fiora local area (close to Grosseto municipality). This is connected to the local project named “Santa Fiora smart village” that was launched by the municipality to attract people and settle down their life and business in the area (before the pandemic). Since 2021 the initiative is supported by the Regional Government to meet the priority to contribute to the economic and social development of local rural areas.

Pucko Otvoreno Uciliste Varazdin (POU VZ) is a publicly owned education entity in the City of Varaždin in Varaždin County. It works with the city, civil society organizations (CSO) and other institutions (schools, social services, etc.) to manage programs that enhance civic participation, local development, and democratic processes. POU educates CSO representatives, volunteers, students, public servants, entrepreneurs etc. so that they can organize actions that address specific themes. Most of the participants are adult persons attending training and development programs. One of them is Academy for Entrepreneurship (AfE) which was launched by POU VZ in 2018. It is a free non-formal educational program for entrepreneurs from the Varaždin area.

Local Partnership for Employment is a body that includes institutions and organizations aiming to identify problems, but also solutions related to employment policy and labor market at the local level. The partnership brings together representatives of the public, private and civil sectors who can actively contribute and improve labor market opportunities through active cooperation. The partnership was established in 2010 and the technical secretariat is placed in Varaždin County and was mostly co-financed by the EU projects. Project “Local Initiatives for Stimulating Employment in Varaždin County – LEPEZA VŽ“ was actually the third such project in a row, which enabled continuity and strengthening of partnership.

Gifted elementary and high school students have opportunity to learn within one of the 10 centers of excellence in Varaždin County (centers of excellence for mathematics, chemistry, biology, physics, Croatian language, fine arts, national history, new technologies, astronomy (operates within the center of excellence for physics), robotics (operates in within the Center of Excellence for New Technologies) and the Center of Excellence in Informatics, Entrepreneurship and Chess (operates within the Center of Excellence in Informatics). Attendance for all students is completely free, and Varaždin County provides them with food and free transportation. In 2021, Varaždin County founded an adult education institution “ETC Croatia –CIVZ” with a purpose of educating teachers to work with gifted students.
