TRAINING: Programmes and funding for European cooperation in adult learning

Throughout the three-day online training, participants will get to know key EU programmes and institutions that promote European cooperation in adult learning and education and lifelong learning. They will also discuss funding support that is available at the EU level, including new opportunities under the Erasmus+ programme.

The training will take place on 1, 2 and 3 March in the morning (9:30 – 13:00 CET / Brussels time).

Please note that the number of places is limited.

The event, organized by the European Association for the Education of Adults (EAEA) is in the framework of the RegALE (Regional capacity for Adult Learning and Education) project, and aimed at VET (Vocational Education & Training) and ALE (Adult Learning & Education) providers within them as well as local and regional public authorities dealing with education and training.

RegALE project partners met for the third Transnational Partners meeting

RegALE (Regional Capacity in Adult Education and Learning) project partners met online on 7 and 8 February 2022 for the third transnational partners meeting. The consortium had the opportunity to discuss the project: its work in progress and further steps for the upcoming months.


Three webinars, available on a Moodle platform, were already organised on:

  • EU Education tools, organised by EARLALL and Borås stad
  • Financing adult learning in Europe: funding tools and their effectiveness by EAEA
  • Advocating adult education at the local level by Estonian Non-formal Adult Education Association (ENAEA)

After an ice-breaker where each partners had to present a public art piece from their home towns, the results of the different activities of the project were discussed. During the last months, project partners shared among their networks a survey, drafted by the University of Siena and Borås stad on challenges and opportunities of adult education in the cities and regions. All the data collected is now being analysed and the results will be shared by project partners in the coming weeks.

 

In parallel, a collection of best practices on knowledge of successful Adult Education practices and policies at local and regional levels was collected by the Hellenic Adult Education Association and VHS Baden Württemberg and the help of project partners. The collection is nearly ready and should
be available on the RegALE website very soon.

 

Three different types of activities will also be organised by project partners in the coming months:

  • Capacity-building activities (training programmes – 3-)
  • Peer-learning activities (study visits – 4 -)
  • The series of webinars will also continue (11 in total)

Apart from the monthly online partners’ meeting, some partners will meet again from 1 to 3 March on the occasion of the first project training on EU programmes, organised by EAEA. This online training, open to all stakeholders interested in the topic will enable participants to:

  • Learn more about current EU policy in Adult Learning Education and Lifelong learning
  • Get introduced to the EU policy landscape and especially the Committee of the Regions
  • Get introduced to key funding programmes 
  • Discuss common challenges and opportunities for regional cooperation in Adult Learning

UNESCO World Education Day, Lucca Learning City, January 2022, 24th

The Unesco World Education Day organised by Lucca Learning City has been devoted to the key education challenges that we are all facing due to the pandemic emergency. These were the issues that Lucca Learning city network wanted to discuss and debate on. 

 

One of the key points is the coordination and cooperation among all key actors of the city, like local institutions, schools, businesses, social services, and cultural infrastructures. To this regard RegALE international survey and investigation was launched as Lucca municipality and the Unesco learning city network were particularly active and motivated in the survey.

WEBINAR: Advocating adult education at the local level

Objectives

The webinar will present examples of how to advocate adult learning at the local level. The speakers, Kertu Eensaar and Monica Marfeldt, will share their work on the AGENDA project, which focused on the implementation of the European Agenda for Adult Learning. The Association of Estonian Adult Educators Andras also prepared a network model for their 60 members, focusing on regional coordinators and effective cooperation with different stakeholders of adult education. They will also explain their connection to local governments and showcase success methods of collaboration with them.

WEBINAR: Financing adult learning in Europe: funding tools and their effectiveness

RegALE present peer learning webinars (Facebook Post)

Objectives

The webinar will introduce the participants to the main funding tools used in Europe for financing adult learning and their effectiveness, as researched by the Organisation for Economic Cooperation and Development. Specific attention will be paid to funding mechanisms that are decentralized. During group discussions, the participants will also get to reflect on the tools used in their contexts and share their recommendations for improving financing of adult learning.

Speakers and facilitators

Katharine Mullock is a labour market economist in the Directorate for Employment, Labour and Social Affairs at the Organisation for Economic Cooperation and Development (OECD). Her work focuses on helping countries develop policies to adapt to changing skills needs arising from technological change, globalisation and population ageing. She has authored and co-authored various OECD reports on adult learning, skill assessment and anticipation, and career guidance for adults.


The webinar will be facilitated by Raffaela Kihrer, EAEA Head of Policy.

WEBINAR: European tools to increase quality and internationalisation in education

In the last years, many European tools have been produced to support quality in VET and lifelong learning. This workshop, organised by Borås Stad (on behalf of Västra Götaland region) and EARLALL, in the context of the RegALE (Regional capacity for Adult Learning and Education) project, is aimed to VET (Vocational Education & Training) and ALE (Adult Learning & Education) providers as well as local and regional public authorities dealing with education and training. The workshop seeks to familiarise key actors on the ground with such tools in order to better engage their actions with the European context, which will facilitate their internationalisation and reachout at European level in the long term.

 

Different EU frameworks and tools will be introduced during the workshop; each of them provides opportunities to increase the quality of the lifelong learning process:

  • Education providers, guidance and support staff, researchers and academics, and policymakers: EPALE offers a platform for education professionals in the fields of ALE (Adult Education and Learning) and VET (Vocational Education and Training), where they can exchange best practices, network and share opportunities.
  • Guidance practitioners, job-market experts, learners and workers (Euroguidance is a European network of national resource and information centres for guidance in 34 European countries. Europass is a tool developed by the European Union which supports access to the world of work and facilitates CV creation, professional cover letter and job opportunity finding through a skills-based approach.)
  • Education planners, practitioners, and policy makers: Quality and qualifications frameworks aim at facilitating the internationalisation of education systems and guaranteeing a high-quality level for all forms of education provision. During the workshop, the European Qualifications Framework (EQF) and the European Credit for VET (ECVET) will be introduced.
